Just Stop
Apparently most people in the neighborhood missed this one on the drivers test. Normally when I am driving or walking through the neighborhood, I see the majority of drivers completely ignoring these signs that the city was so nice to install to control the flow of traffic on our streets. I have had to pull back from crossing a street while walking on a regular basis. I guess it is one of those things that no one will do anything about, until someone gets seriously hurt or killed…
Virginia Law relating to Stop Signs.
ยง 46.2-821. Vehicles before entering certain highways shall stop or yield right-of-way. The driver of a vehicle approaching an intersection on a highway controlled by a stop sign shall, immediately before entering such intersection, stop at a clearly marked stop line, or, in the absence of a stop line, stop before entering the crosswalk on the near side of the intersection, or, in the absence of a marked crosswalk, stop at the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway. Before proceeding, he shall yield the right-of-way to the driver of any vehicle approaching on such other highway from either direction. Where a “Yield Right-of-Way” sign is posted, the driver of a vehicle approaching or entering such intersection shall slow down to a speed reasonable for the existing conditions, yield the right-of-way to the driver of another vehicle approaching or entering such intersection from another direction, and, if required for safety, shall stop at a clearly marked stop line, or, in the absence of a stop line, stop before entering the crosswalk on the near side of the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway, and shall yield the right-of-way to the driver of any vehicle approaching on such other highway from either direction
Then we have the whole pedestrian right of way issue..

Right-of-Way
In Virginia, motorists convicted of failing to yield the right-of-way to pedestrians receive a four-point violation on their driver’s license and the points stay on their record for 3 years. (Virginia Department of Motor Vehicles)
Virginia law requires that the driver of any vehicle on a highway yield the right-of-way to any pedestrian crossing a highway:
at any clearly marked crosswalk, whether at mid-block or at the end of any block.
at any regular pedestrian crossing included in the prolongation of the lateral boundary lines of the adjacent sidewalk at the end of a block.
at any intersection when the driver is approaching on a highway or street where the legal maximum speed does not exceed 35 miles per hour.
Pedestrians may not disregard approaching traffic when entering or crossing an intersection. (Virginia State Police)
